राष्ट्रीय महिला आयोग की अध्यक्ष, विजया रहाटकर ने शुक्रवार को जिला कुल्लू में महिलाओं के कल्याण एवं सशक्तिकरण से संबंधित विभिन्न योजनाओं और कार्यक्रमों की विस्तृत समीक्षा की। यह समीक्षा बैठक एसडीएम कार्यालय मनाली के सभागार में आयोजित की गई, जिसमें जिला प्रशासन एवं विभिन्न विभागों के वरिष्ठ अधिकारी उपस्थित रहे।
बैठक के दौरान अध्यक्ष ने महिला सशक्तिकरण से जुड़ी प्रमुख योजनाओं—बेटी बचाओ बेटी पढ़ाओ, सुकन्या समृद्धि योजना, प्रधानमंत्री मातृ वंदना योजना, वन स्टॉप सेंटर (सखी), वर्किंग वीमेन हॉस्टल, मनरेगा में महिला भागीदारी, प्रधानमंत्री आवास योजना, राष्ट्रीय ग्रामीण आजीविका मिशन (NRLM), स्टैंड अप इंडिया, महिला किसान सशक्तिकरण परियोजना, तथा हर घर नल का जल सहित अन्य कार्यक्रमों की प्रगति का आकलन किया। इसके अतिरिक्त, उन्होंने घरेलू हिंसा अधिनियम और कार्यस्थल पर महिलाओं का यौन उत्पीड़न – रोकथाम, निषेध और निवारण अधिनियम (POSH) एक्ट के तहत गठित आंतरिक एवं स्थानीय समितियों के कार्यों की भी समीक्षा की।
अध्यक्ष ने जिला प्रशासन द्वारा महिला कल्याण के क्षेत्र में किए जा रहे प्रयासों की सराहना करते हुए निर्देश दिए कि आगामी तीन माह के भीतर एक विस्तृत एक्शन टेकन रिपोर्ट तैयार कर आयोग को प्रस्तुत की जाए।
उन्होंने कहा कि राष्ट्रीय महिला आयोग देशभर में भ्रमण कर महिलाओं से संबंधित योजनाओं, नीतियों के प्रभावी क्रियान्वयन एवं उनके अधिकारों की सुरक्षा हेतु बनाए गए कानूनी प्रावधानों की समीक्षा करता है। विशेष रूप से दूरदराज़, जनजातीय एवं पहाड़ी क्षेत्रों में महिलाओं की स्थिति का अध्ययन कर आवश्यक सुधारात्मक सुझाव दिए जाते हैं।
मनाली जैसे प्रमुख पर्यटन स्थल का उल्लेख करते हुए उन्होंने कहा कि यहां हर वर्ष लाखों पर्यटक आते हैं, जिनमें बड़ी संख्या में महिलाएं भी शामिल होती हैं। ऐसे में महिलाओं की सुरक्षा एवं सुदृढ़ कानून-व्यवस्था न केवल स्थानीय महिलाओं के लिए बल्कि देश-विदेश से आने वाले पर्यटकों में भी विश्वास और सुरक्षा की भावना उत्पन्न करती है। उन्होंने पुलिस विभाग को पर्यटक मित्र योजना तैयार करने का सुझाव दिया, जिससे पर्यटन को और बढ़ावा मिल सके।
अध्यक्ष ने महिलाओं के प्रति अत्याचार, छेड़छाड़ एवं घरेलू हिंसा के मामलों में संवेदनशीलता के साथ सशक्त कार्रवाई करने पर बल दिया। उन्होंने सुझाव दिया कि घरेलू हिंसा के मामलों में गैर-सरकारी संस्थाओं एवं प्रोफेशनल काउंसलर्स को भी जोड़ा जाए, ताकि पीड़ित महिलाओं को समुचित सहायता मिल सके।
उन्होंने स्वयं सहायता समूहों (SHGs) को अधिक सशक्त बनाने पर विशेष जोर देते हुए कहा कि इससे महिलाओं को आत्मनिर्भर बनाने में मदद मिलेगी। साथ ही उन्होंने स्थानीय पारंपरिक उत्पादों के जीआई (GI ) टैग के लिए प्रयास करने तथा वन डिस्ट्रिक्ट, वन प्रोडक्ट की दिशा में कार्य करने का आह्वान किया और इस दिशा में आयोग के सहयोग का आश्वासन भी दिया।
बैठक में अध्यक्ष ने सभी विभागों में आंतरिक POSH समितियों के गठन एवं उनके प्रभावी संचालन पर बल दिया। उन्होंने कहा कि पीड़ित महिलाओं की गोपनीयता बनाए रखना और दोषियों के विरुद्ध सख्त कार्रवाई सुनिश्चित करना आवश्यक है, जिससे महिलाओं का कानून पर विश्वास मजबूत होगा। उन्होंने असंगठित क्षेत्र में कार्यरत महिलाओं के अधिकारों की सुरक्षा के लिए स्थानीय समितियों को अधिक सक्रिय बनाने, नियमित प्रशिक्षण आयोजित करने तथा जागरूकता के लिए होर्डिंग्स लगाने के निर्देश भी दिए।
अध्यक्ष ने मादक पदार्थों के बढ़ते इस्तेमाल एवं तस्करी पर भी गहरी चिंता व्यक्त की। उन्होंने कहा कि नशे की समस्या का समाज पर व्यापक दुष्प्रभाव पड़ता है, जिसका सीधा असर विशेष रूप से महिलाओं और बच्चों पर देखने को मिलता है। उन्होंने कहा कि हिमाचल प्रदेश में मादक पदार्थों के बढ़ते इस्तेमाल एवं तस्करी पर स्वयं मुख्यमंत्री बहुत गंभीर हैं और इसकी रोकथाम के बहुत सार्थक कार्य किया जा रहा है। उन्होंने जिला प्रशासन एवं पुलिस विभाग को इस दिशा में समन्वित एवं प्रभावी कदम उठाने के निर्देश देते हुए नशा उन्मूलन के लिए जागरूकता एवं कड़ी निगरानी सुनिश्चित करने पर बल दिया।
इस अवसर पर अध्यक्ष ने मनाली के बरुआ गांव की प्रतिभाशाली खिलाड़ी आंचल ठाकुर को विशेष रूप से सम्मानित करते हुए उनके उत्कृष्ट प्रदर्शन की सराहना की। उन्होंने बताया कि आंचल ठाकुर ने स्कीइंग में अंतरराष्ट्रीय स्तर पर 6 एवं राष्ट्रीय स्तर पर 25 पदक जीतकर भारत का नाम रोशन किया है।
इसके अतिरिक्त, उन्होंने डॉ. श्रुति मोरे को नेशनल अवॉर्ड फॉर
एम्पावरमेंट ऑफ पर्सन्स विद डिसएबिलिटीज प्राप्त करने पर बधाई दी। अध्यक्ष ने कहा कि इन दोनों प्रतिभाओं ने न केवल हिमाचल प्रदेश बल्कि पूरे देश का गौरव बढ़ाया है और अन्य युवाओं के लिए प्रेरणास्रोत बनी हैं।
इससे पहले उपायुक्त कुल्लू अनुराग चन्द्र शर्मा ने अध्यक्ष का कुल्लू पधारने पर स्वागत करते हुए जिला प्रशासन द्वारा महिला सशक्तिकरण के लिए किए जा रहे प्रयासों की जानकारी दी।
बैठक में पुलिस अधीक्षक मदन लाल, सचिव ज़िला विधिक साक्षरता समिति आभा चौहान, अतिरिक्त पुलिस अधीक्षक संजीव चौहान, सहायक आयुक्त डॉ. जयबंती ठाकुर, जिला कार्यक्रम अधिकारी कुंदन लाल सहित विभिन्न विभागों के वरिष्ठ अधिकारी उपस्थित रहे।
Manali, March 27: Chairperson of the National Commission for Women, Vijaya Rahatkar, on Friday reviewed various schemes and programmes related to women’s welfare and empowerment in Kullu district. The review meeting was held at the auditorium of the SDM Office, Manali, and was attended by senior officers of the district administration and various departments.
During the meeting, the Chairperson assessed the progress of key schemes including Beti Bachao Beti Padhao, Sukanya Samriddhi Yojana, Pradhan Mantri Matru Vandana Yojana, One Stop Centre (Sakhi), Working Women Hostel, women’s participation in MGNREGA, Pradhan Mantri Awas Yojana, National Rural Livelihood Mission (NRLM), Stand Up India, Mahila Kisan Sashaktikaran Pariyojana, and Har Ghar Nal ka Jal. She also reviewed the functioning of committees constituted under the Protection of Women from Domestic Violence Act and the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act (POSH).
Appreciating the efforts of the district administration in the field of women’s welfare, she directed that a detailed Action Taken Report be prepared and submitted to the Commission within three months.
She stated that the Commission undertakes visits across the country to review the implementation of schemes, policies, and legal provisions aimed at safeguarding women’s rights. Special emphasis is laid on remote, tribal, and hilly regions to assess ground realities and suggest necessary improvements.
Referring to Manali as a major tourist destination, she noted that lakhs of tourists visit the region every year, a significant number of whom are women. She emphasized that ensuring women’s safety and maintaining a robust law-and-order system instills a sense of trust and security not only among local women but also among tourists from across the country and abroad. She suggested that the police department prepare a “Tourist-Friendly Plan” to further promote tourism.
The Chairperson stressed the need for sensitive yet stringent action in cases of atrocities against women, molestation, and domestic violence. She suggested involving NGOs and professional counsellors in addressing domestic violence cases to provide better support to victims.
She highlighted the importance of strengthening Self Help Groups (SHGs) to make women more self-reliant and empowered. She also called for efforts to secure GI (Geographical Indication) tags for local traditional products and encouraged work in the direction of “One District, One Product,” assuring support from the Commission.
Emphasizing institutional mechanisms, she directed that Internal POSH Committees be constituted in all departments and function effectively. She stressed maintaining the confidentiality of victims and ensuring strict punishment for offenders to strengthen women’s trust in the system. She also called for strengthening Local Committees for the unorganised sector through regular training and awareness campaigns, including the installation of hoardings.
Expressing concern over the increasing use and trafficking of narcotic substances, she said that drug abuse has serious social consequences and directly affects women and children. She noted that the Chief Minister of Himachal Pradesh is also taking the issue seriously and that meaningful steps are being taken to curb the menace. She directed the district administration and police to take coordinated and effective measures, including awareness drives and strict monitoring, to combat drug abuse.
On the occasion, she felicitated Manali’s talented skier Aanchal Thakur from Barua village for her outstanding achievements. She stated that Aanchal Thakur has won 6 international and 25 national medals in skiing, bringing laurels to the country.
She also congratulated Dr. Shruti More for receiving the National Award for Empowerment of Persons with Disabilities. She said that both achievers have brought pride not only to Himachal Pradesh but to the entire nation and serve as an inspiration to the youth.
Earlier, Deputy Commissioner Kullu Anurag Chandra Sharma welcomed the Chairperson and briefed her on the initiatives being undertaken by the district administration for women’s empowerment.
The meeting was attended by Superintendent of Police Madan Lal, Secretary District Legal Services Authority Abha Chauhan, Additional Superintendent of Police Sanjeev Chauhan, Assistant Commissioner Dr. Jaybanti Thakur, District Programme Officer Kundan Lal, and other senior officials.
